Commonwealth Attorney Jim Plowman Reports: Judge Sentences Child Molester to 35 Years in Prison

Carlos Mauricio Ruano, 23, an El Salvadoran national who was residing in Leesburg, was sentenced to serve 35 years in prison for the rape of a 4 year old relative. The judge expressed outrage in announcing his sentence upon Ruano. "It is incomprehensible how horrible this crime was," stated Judge McCahill during the sentencing proceeding. "This child suffered incalculable damage; no child should ever be subjected to such an offense," he continued.

Commonwealth's Attorney Jim Plowman agreed. "These cases are among the most grievous imaginable, they call for strong punishment," he added. The non-binding, Virginia Sentencing Guidelines called for a punishment range of 8 years, 2 months to 17 years, 7 months. "Most criminal matters cannot be dealt with by applying statistical averages, which only serve to remove the unique human element that is always present in each case," stated Plowman.

Ruano, entered the United States illegally in 2008 from his home country of El Salvador. He lived in California for a period of time and was taken in by family members in Leesburg after loosing his place of residence in California. An immigration detainer is in place, which should secure his removal upon completion of his sentence.
