DELGAUDIO VOTES NO ON TAX INCREASE

Follow up and correction

There were four separate votes on my motion. This is a routine parlimentary separation that is favored by traditional conservatives in Loudoun County and most of the continental United States.

The first vote was on the budget, i.e. the items we would spend money on this coming fiscal year. Supervisor Buona voted no. That was Buona, Delgaudio, Volpe "no".


The second vote was to set the tax rate, which is necessary to collect the money, which is used to pay for the budget that had just been approved in the first vote.

The vote on the tax rate of $1.20.5 was 4 to 4, which was a tie. (Delgaudio, Volpe, Buona, Reid "NO")

You cannot have a tie. So, Supervisor Buona changed his vote to an abstention, which then made it 4 to 3, which meant the tax rate was approved. (Delgaudio, Volpe and Reid were recorded as "No", not Higgins)

FY2014 FISCAL PLAN, TY 2013 TAX RATES, APPROPRIATIONS RESOLUTION AND CAPITAL IMPROVEMENT PROGRAM

Supervisor Delgaudio asked for separation of the motions as follows:

Chairman York moved that the Board of Supervisors adopt the FY 2014 Fiscal Plan, as presented by the County Administrator on February 6, 2013, and amended by the Board of Supervisors at the March 4, 7, 11, 14, and 18, 2013, budget work sessions; a summary of which is included as Attachment A. (Seconded by Supervisor Letourneau. The motion passed 5-3-1,

Supervisors Buona, Delgaudio and Volpe voted no and Supervisor Clarke absent for the vote.)

Chairman York moved that the Board of Supervisors approve the tax rates as displayed in REVISED Attachment B. (Seconded by Supervisor Letourneau. The motion passed 4-3-1-1, Supervisor Delgaudio, Reid and Volpe voted no; Supervisor Buona abstained Supervisor Clarke absent for the vote.)

Chairman York moved that the Board of Supervisors adopt the FY 2014 Appropriations Resolution as found in Attachments C-1 to C-12. (Seconded by Supervisor Letourneau. The motion passed 5-3-1, Supervisors Delgaudio, Reid and Volpe voted no; Supervisor Clarke absent for the vote.)

Chairman York moved that the Board of Supervisors adopt the FY 2013-2018 Amended Capital Improvement Program, as amended, by the Board of Supervisors at the March 14th and 18th budget work sessions, found in Attachments D-1 to D-12. (Seconded by Supervisor Letourneau.)

Chairman York accepted Supervisor Reid's friendly amendment that before funds can be expended on the design of the Leesburg South Fire and Rescue Station and shooting range on the parcel provided to the County by the Petersen Companies at the full cost of extending water and sewer site be divulged to the Finance/Government Services and Operations Committee.

Voting on Chairman York's motion, as amended, on Adoption of the FY 2013-2018 Amended Capital Improvement Program passed 5-3-1, Supervisors Delgaudio, Reid and Volpe voted no and Supervisor Clarke absent for the vote.


Report on Morton Blackwell Leadership

Our Republican national committeemember, a longtime Sterling friend, is defending conservative principles this weekend.

All three of Virginia's RNC representatives will be supporting Virginia Committeeman Morton Blackwell's effort to overturn the Tampa rules changes and fight further attempts to empower the establishment at the expense of liberty loving Conservatives.

The parade will start at Park View High School and end at Sterling Middle School. Parade will start promptly at 8:45 a.m. The route will run from West Laurel Road to Sterling Boulevard (access road) to West Holly into Sterling Middle School.

A STERLING FIRST FOR PUBLIC ROADS?
A Petition With 95 Per cent Signatures Presented

Richland Acres, Sterling, has completed the Traffic Calming Petition with 95% of the citizens agreeing to the two initiatives requested:

1. Three speed humps located at discretionary points along Lakeland, Cedar, and Thomas
2. A four-way stop at the intersection of Cedar, Jennings Farm, and Maple Leaf

Supervisor Delgaudio has requested in a letter that county staff and VDOT take the steps necessary to respond to this petition.

BREAKFAST AT CHICK-FIL-A INCLUDED! At Chick-fil-A, I will provide breakfast, talk about some upcoming events in Sterling, and then we will head out in groups to go door-to-door to pass out flyers to the Sterling community. I need 20 Sterling American volunteers for this activity.
