ONLINE SAFETY FORUM MARCH 25

Many of you returned my greeting with "He is Risen". Thank you. Some of you wrote back with reports on how you are spending the Easter season. God Bless You All.  I am trying to figure out how to visit with some of you soon. Its time to plan an event and will tell you once I have that date and place. Thank you for the many blessings. Like Christmas, Easter is more than a holiday.

The nonprofit Sterling Foundation has awarded the 2008 contract for mowing Sterling Boulevard to Grasshopper Lawn Services of Sterling, Virginia.  The contractor will mow and trim the median and utility strips along the 3.3 mile length of Sterling Boulevard at least eight times between April 15 and October 15.

This program is funded primarily by the collection of newspapers and magazines in the respective red and dark-green SP containers at the Park View Recycling Center and through tax-deductible donations from the community

Old trees have been removed and stumps are being removed. Sterling Foundation is going to proceed with the spring planting of trees on the Sterling Boulevard median from Route 7 to Holly Avenue.  More details forthcoming.

Program to Focus on What Parents Should Know About MySpace and Facebook

Congressman Frank Wolf and I want you to learn more about the impact social networking sites like MySpace and Facebook are having on teens. And there are things parents should and shouldn't worry about when it comes to protecting their children from engaging in risky behavior online.

Rep. Frank Wolf (R-VA) is hosting a free program on online safety at 7 p.m. Tuesday, March 25, in Loudoun County at Potomac Falls High School, 46400 Algonkian Parkway, featuring a number of speakers, including Virginia Attorney General Robert McDonnell and an online safety expert from the National Center for Missing and Exploited Children (NCMEC).

Representatives from the Northern Virginia Task Force on Internet Crimes Against Children and local law enforcement officials also will be on hand to discuss how they are dealing with the challenges of the Internet age.

The forum is free and open to the public.  Parents are encouraged to attend with their children.

Rep. Frank Wolf (R-10), along with the other members of the Virginia congressional delegation, will sponsor the 21th annual "Academy Day" on Saturday, April 5, for students interested in attending one of the nation's service academies.

The year's program will be at the new Museum of the Marine Corps on Route 1 near the main gate of Quantico Marine Corps Base in Triangle.  Registration begins at 9 a.m.; the formal program is from 9:30 - 11:30 p.m.

>>>>>$19,000,000.00 In Tax Subsidies to Rich Corporations Uncovered.

I have uncovered waste totaling $19 million in direct corporate welfare payments by Loudoun County taxpayers to rich multi-billion dollar corporations.

Aircraft at Dulles and Leesburg Airports get $15,914,751. Orbital and other Satellite Manufacturers get $1,004,649. Hybrid Car Owners get $2,117,588.

That's $19,000,000 in subsidies that we can eliminate and add to reducing the budget without firing any county employees or hurting any poor people.

I also motioned  to remove $1 million going to private social action and charitable groups. There were no seconds or support from the board. That's a total of $20,000,000.00 in tax subsidies to private groups.

Wireless and "Broadband" is too big and too new for them to estimate a single dollar in "taxes not collected"! No board member supported my call to end tax subsidies to this multi-million dollar subsidy.

Please write the board [email protected]. The Board might vote on this Tuesday. I did bring it up at a board worksession but no one voted for my proposal to remove 20 million dollars in tax subsidies to private groups.

Jim Burton challenged me to motion to remove tax subsidies to all private groups. As usual he did not support his own expressed support for same.

Tell the board you want all taxpayer subsidies to rich corporations and rich car buyers to end. Tell them to cut out $19 million from the "2007 Loudoun County Personal Property Tax Revenue Forgone Due to Lowered Rates". Thank you.

These figures above do not include the $3.5 million you pay in tax subsidies to the ten billion dollar mega corporation Howard Hughes Institute.

Two weeks ago, I proposed the cancelling of an assessment refund check for Transcontinental Realty Corp. for $153,000.

I previously reported this company was actually the landlord for multi-billion dollar Orbital Sciences.

Orbital used the system to make BILLIONS. Yet pleaded bankruptcy to this board. No one seconded my motion to reconsider this refund of $153,000. The check is being sent to "poor" Transcontinental/Orbital.

During a discussion, of a resolution honoring Orbital last Tuesday --at a subsequent (last week's) meeting,-- Chairman York cited the many hundreds of thousands of dollars that Orbital Sciences pays in property taxes to Loudoun. I pointed out that Orbital does not pay the property taxes but that, factually, the "Transcontinental Corporation" pays the taxes as owners.

Further, I pointed out,  Transcontinental claimed Orbital was going bankrupt and just got the board to refund $153,000 the week before.

The Chairman ruled me out of order. I continued to bring it up 3 more times and the chairman ruled me out of order each time. I now refer to the "$153,000 Orbital Refund" as the forbidden words of this board of supervisors.

I wanted the board to reconsider the decision to send $153,000 and no one would second my motion for consideration. My motion to reconsider sending $153,000 of tax monies to a group of rich companies failed.

What's really out of order is the lie and misrepresentation that Orbital pulls its fair weight in real property taxes -- when the board is sending them $153,000 in a giant refund check -- and one million dollars each year in personal property tax subsidies!

The Public Safety and Human Services committee has agreed to take up consideration of my Ban the Street Panhandler legislation soon. This makes the most dangerous intersections even more dangerous. I will ask you to express an opinion when hearings are scheduled. I assure you that you will need to come out to that hearing because there will be some liberals who see nothing wrong with misguided people who harass and endanger others by their actions.

Sterling Boulevard needs more sidewalk, plantings and trees for Phase II of the beautification plan.

That's why we need a volunteer to prepare a budget proposal to fund it. 20 per cent of the total grant will come from private sources. 80 per cent will come from this federal grant. Like Phase One, there's plenty to budget for in Phase II.

Maureen, the volunteer for Phase One, had to re-locate.

Mauren raised money under the grant for the following top priorities of the grant requirements: provision of facilities for bicycles and pedestrians; provision of safety and educational activities for pedestrians and bicyclists; landscaping and other scenic beautification.

The Virginia Department of Transportation announced a November 1, 2008 deadline to apply for a FY 09 Safe, Accountable, Flexible, Efficient Transportation Equity Act formerly TEA-21, Transportation Enhancement federal grant.

Here are the first deadlines for the grant applicants:

April 14, 2008    Meeting for all potential applicants with County staff

May 1, 2008    Pre-Application Forms due to Department of Management and Financial Services at 1 p.m.

I hope someone can put in some time to prepare the grant application and work with my staff.
